Here's what it does:

-Stacks with Discipline in botch negation (Disc. 5 + Mastery 2 = rerolls on botch severity up to 7).

-Negates crits against you with severity up to and including the level of your Mastery.

-Mastery 5 causes all rolls lower than 10 to count as 10, and eliminates the possibility of a botch.

Here's what it costs:

-Mastery 1-4 cost level*500xp (or ins for Pilot/Airman skills).

-Mastery level 5 costs 3000xp (or ins for Pilot/Airman skills).

Here's how you get it:

-Discipline 5 and stat/skill/etc level of 10 are prerequisites.

-Each level must be individually taught by an incredibly skilled instructor (GM's discretion).

Here is something to think about, I personally would never get mastery 5, because mastery 4 would allow me to reroll anything lower 10, rerolling is much better in my mind than taking 10, it gives me the chance to crit again. Yes I'd have the chance to severly botch still but I dont mind that either. Seeing as the game is more of a pass/fail system where we are trying to beat a number in marks head and we only roll a single d20 for every roll that isnt initiative I personally would rather reroll it than take a 10 that could possibly end in a failure.

I'm not sure yet whether or not Mastery will end up doing non-botch rerolls. If you read it again, I don't say that it does.

Also, the game is really not a pass/fail system.

Ahh, well that would be key in deciding if i even wanted it, not botching is cool and all but mastery seems prohibitively expensive to only save you less than 5% of your rolls. Discipline in a way is far more powerful. What if you had disc and mastery 5 in a stat could you still reroll < 5 if you chose to?

It's certainly a thought. There'll probably be a good deal of revamping going on, but I thought I should get something down because someone has some Mastery now.
