What he means to say is that there should not be any place where it is NOT accepted, and you're reading too deeply into the technical meaning of his words.

That's outrageous if it's true, but the only hard fact that I can find in the editorial is that Obama diverted 2 million of the budget for training for supervisors to check up on the pilots carrying guns. The editorial seems a bit sensational to me.

Although I don't usually like to rely on editorials for news, this isn't terribly surprising. Two million might be the entire budget of the training program -- it's not like pistol safety/proficiency training requires loads of equipment.

The real trick is that the pilots claim that the authorization process has all but completely flat lined.
